In this volume of Haqiqat Newsletter, there are 56 news articles selected from the publications of the press in Afghanistan. The Corruption with 20 articles and Election Transparency with 17 news articles are the hot topics for the press debates. Reconciliation with the anti-government groups, comprising 14 news articles, and the transitional justice with 6 articles make up other parts of the newsletter.
Corruption: The corruption case of an advisor to President Karzai Mr. Mohammad Zia Salehi and activities of the two major anti-corruption units raised huge clamors among the media. The issues have suggested speculations about disagreements between the government of Afghanistan and the US over fight on corruption. The latest trip of US Senator John Kerry to Afghanistan and his statements are indicative to differences between Kabul and Washington. Transferring enormous cash from Afghanistan to abroad and the emphasis of the Afghan government on transparency of the foreign contracts are other issues included in this section.
Elections Transparency: The decision of the Independent Election Commission (IEC) to keep a significant number of the polling centers closed has led the election process facing with serious challenges. Many of the analysts believe that the decision of the IEC is unfair and would not be helpful for transparency of the election. This is while some others believe that due to ambiguous reasons many of the polling centers in secure areas will also remain shut. In the meantime, another issue debated by the press is the process of exclusion of the candidates from the final list of the election, which is still being continued.
Reconciliation with Armed Anti-government Groups: The efforts of the government of Afghanistan for attaining the goal of reconciliation with the rebel groups are underway, but the Taliban have not responded clearly and explicitly to the efforts. The process of releasing prisoners is still being pursued and the government is persistent on its call on excluding names of Taliban militants from the UN Blacklist. However, the process is entangled with many ambiguities and most of the experts are worried on the policies of the Afghan government.
Transitional Justice: Immunity of the war criminals in the process of negotiations with the armed anti-government groups and concerns on influence of the local illegal armed groups in election process are the main issues discussed on in this section.
In the analysis section of the present volume, there is an article written by Mahmoud Baqeri, a researcher and political analyst. In the analysis, Mr. Baqeri analyzes peace and justice in relevance with each other, as well as discussing on the top priorities which the government and the international community should deal with. In the section of the latest publications, a number of articles related to the four above-described issues are selected from other national and international sources.
