The analysis of this volume of TRUTH, Haqiqat biweekly magazine is an article entitled 'what framework for the Peace talks?' written by Mr. Ali Amiri. As a political scholar and university lecturer, Amiri has put under consideration the availability/absence of a peace framework for talks with the insurgent groups, discussing on how engage in the talks with an effective peace plan.
In this issue, there are 66 news articles and analysis selected from different print media in Afghanistan, of which 32 are about reconciliation with the armed opposition groups, 16 news articles about the corruption, 15 on elections transparency and 3 articles on transitional justice. The recondition program is still at the top of the news published by the print media.
Reconciliation with the insurgent groups: Excluding names of some Taliban leaders from the UN Blacklist and release of the Taliban-linked prisoners are considerable measures by the government of Afghanistan to push ahead the peace initiative. These efforts have not been preceded by satisfaction of the Taliban, but instead the insurgents have intensified their deadly attacks. Many of the critics of this policy have severely objected the unilateral moves by the government of Afghanistan.
Corruption: In Kabul Conference, the international community agreed to channel 50 of the international aids through the government of Afghanistan, conditioning that the government should take effective measures on capacity-building and fighting corruption. But the critics blame the government of Afghanistan that over its failures towards its commitments. They believe that Afghan government would not be able to effectively fight the widespread corruption. Establishing a special court for indicting high-ranking officials and launching a commission for investigating the foreign contracts are other developments on fighting corruption.
Election Transparency: Excluding names of some candidates from the final list of parliamentary election, due to violation of election regulations or having links with the illegal armed groups is a significant measure by the Independent Election Commission (IEC). The IEC says it is well prepared for leading the election as the security agencies are confident of providing security of the ballot stations. Removal of names of the candidates by the IEC met criticisms from the excluded candidates. Providing security, as the main challenge to the forthcoming election, has been attentively debated by the print media of Afghanistan.
Transitional Justice: As before, the print media of Afghanistan has paid the least attention to the transitional justice. There are only three news articles on administering Transitional Justice.
