Jul 18, 2010 | 17 civil society actors, representing more than 200 civil society organisations, and several media organisations, unite before the approaching Kabul Conference to ask the Afghan Government to pass the draft Act of Access to Information prepared by Civil Society and Human Rights Network to grant Afghan citizens their constitutional right following Art 50 to access information. According to a recent survey in 2010, bribery has doubled in the last three years and amounts close to one billion dollars. The lack of information provides a prosperous environment for corruption, bribery and deprives citizens from accessing public services provided by the Afghan government and foreign assistance. صدای قربانیان جنگهای افغانستان
در مورد صلح و عدالت
اعلامیه مطبوعاتی گروه هماهنگی عدالت انتقالی در مورد جرگه صلح
کابل، افغانستان: از سال ۱۲۵۷ بدینسو، حدود یک و نیم میلیون افغان در جنگها و اعمال خشونت بار تلف شده و میلیونها افغان دیگر هم معلول، معیوب و یا بی خانمان شده اند. حکومت افغانستان و جامعۀ بین المللی سخن از مصالحه میزنند، اما مردم چی میخواهند؟ قربانیان جنگ و تخطی های حقوق بشری، خواستار چگونه صلح اند؟
قبل از جرگۀ مشورتی صلح، برای پیگیری این پرسش ها، به تاریخ ١٩ ثور، بیش از صد نماینده از انجمنهای قربانیان از سراسر افغانستان برای یک "جرگه قربانیان" در یک اجتماع بی سابقه در هتل ستاره گرد هم میآیند. این اجتماع، جایگاهی خواهد بود تا بیشتر مردم افغانستان، که از روند مصالحه بیرون نگه داشته شده اند، صدایشان را بلند کنند.
نادر نادری، کمیشنر عدالت انتقالی کمیسیون مستقل حقوق بشر افغانستان، این جرگه را افتتاح خواهد کرد.
نماینده گان قربانیان، از نقاط مختلف کشور در جرگه سخنرانی نموده و نظرات شان را اظهار مینمایند. در ضمن، آنها تجارب شخصی شان را از موارد نقض حقوق بشری در جنگهای مختلف، از سال ١۳۵۷ بدینسو، نقل خواهند کرد، تا تثبیت شود که سرگذشت همۀ اقشار جامعه یکسان بوده است.
در ختم جرگه، بیانیه یی از جانب نماینده گان قربانیان و جامعۀ مدنی ترتیب شده و به حکومت افغانستان و جامعۀ بین المللی تقدیم خواهد شد.
سپس، نماینده گان قربانیان در یک گور دسته جمعی جهت برگزاری مراسم یادبود برای قربانیان از یاد برده شدۀ جنگ، خواهند رفت. از رسانه ها خواهش میشود تا در این مراسم نیز حضور داشته باشند.
جرگۀ قربانیان توسط گروه هماهنگی عدالت انتقالی، که مشتمل بر ۲۴ سازمان جامعۀ مدنی افغانستان میباشد، راه اندازی میشود. این جرگه برای اولین بار، زمینۀ گرد همایی انجمنهای قربانیان را فراهم خواهد کرد.
این گرد همایی قربانیان را در سطح ملی انگیزه خواهد بخشید تا یک بحث ملی، در مورد مصالحه، عدالت و صلح پیش از جرگۀ مشورتی صلح، براه افتد.
یادداشت برای خبرنگاران: ترجمۀ همزمان سخنرانی ها فراهم خواهد بود. همچنان، اشتراک کننده گان و تنظیم کننده ها جهت مصاحبه، قابل دسترس خواهند بود. متن و فایلهای صوتی سخنرانی ها یک روز پس از جرگه به دسترس رسانه ها قرار داده خواهد شد. نسبت به حساسیت موضوعات، هویت بعضی از اشتراک کننده گان در گزارش های رسانه یی، باید محرم نگه داشته شود.
