17 civil society actors, representing more than 200 civil society organisations, and several media organisations, unite before the approaching Kabul Conference to ask the Afghan Government to pass the draft Act of Access to Information prepared by Civil Society and Human Rights Network to grant Afghan citizens their constitutional right following Art 50 to access information. According to a recent survey in 2010, bribery has doubled in the last three years and amounts close to one billion dollars. The lack of information provides a prosperous environment for corruption, bribery and deprives citizens from accessing public services provided by the Afghan government and foreign assistance.

يك افشار سكوت

امروز 12 فبروري 2010 برابر با 23 دلو 1388، تعدادی از جوانان، دانشجويان و فعالين حقوق بشر، از هفدهمين سالروز قتل عام افشار، زير عنوان "يك افشار سكوت" تجليل به عمل آوردند. اين جمع در حالي كه شعارهايی را باخود حمل مي كردند، از پل سوخته الي مقبره دسته جمعي شهدا در قريه افشار، راهپيمايي نمودند. اين چهارمين سالي است كه بعد از وقوع قتل عام افشار، از آن تجليل صورت مي گيرد.

در اين جلسه اسدالله احمدي، عبدالجليل بينش و انجينر ميرزا حسين عبداللهي صحبت كردند. همچنین در اين جلسه فيصله شد تا از مفقود شدن اين مقبره جلوگيري صورت گيرد و بايد مقبره اعمار شود. اشتراك كنندگان هيأتي را توظيف كردند تا با جمع آوری اعانه، مقبره را اعمار نمايند.

قتل عام افشار يكي از غم انگيزترين فجايع سي سال جنگ در افغانستان است. اگر چه آمار دقيقي از تعداد كشته شده ها، مفقودين و زخمي هاي آن وجود ندارد اما طبق تخمين مردمان محل، نزديك به هشت صد نفر شهيد و يا مفقودالاثر در این فاجعه می باشند. گفته مي شود هنوز در بسياري از ويرانه ها و چاه هاي آب این منطقه، اجساد شهدا موجود است.

حضور عاملين قتل عام افشار در ساختارهاي بلند دولت كنوني باعث بي توجهي بيشتر نسبت به اين قتل عام شده است. قريه افشار تا هنوز ويرانه ترين قريه شهر كابل به شمار مي رود و از امكانات رفاهي كمتري برخوردار است. در راستاي اجراي عدالت كمترين تلاشي از سوي دولت صورت نگرفته است.
